Bids authorized for Grand Avenue resurfacing

The County of Riverside's Department of Transportation and Land Management is now accepting bids to resurface Grand Avenue in the West Elsinore area between Machado Street and Plumas Street.

A 5-0 Riverside County Board of Supervisors vote April 10 approved the plans and specifications for the Grand Avenue resurfacing project and authorized the advertisement for bids. All bids must be received by 2 p.m. May 2.

The pavement along Grand Avenue has deteriorated, and the scope of work includes reconstructing the intersection of Grand Avenue and Machado Street along with placing new rubberized hot mix asphalt throughout the length of the project. The improvements will also reconstruct curb ramps to meet current Americans with Disabilities Act standards, reconstruct spandrels, install roadside signs, and provide traffic striping and pavement markings.

The bid package is structured with a base bid, consisting of the Grand Avenue pavement resurfacing and associated work, and two additive alternatives which can be added to the contract should funding permit. The first additive alternative is a manhole adjustment for the Elsinore Valley Municipal Water District, and the second additive alternative is a manhole adjustment for the Frontier Communities area. If the bid allows for the additive alternatives, EVMWD and Frontier will reimburse the county for the construction cost of their manhole adjustments.

Gas tax revenue will be used to fund the project, which has an estimated cost of $417,550. The work is expected to begin this summer and will be phased to keep Grand Avenue open as much as possible, so the project will take approximately two months to complete.
