Sounds like he was on drugs, which resulted in his odd behavior of knocking on doors, his argument/scuffle with someone and his cardiac arrest.
My daughter knows him from Murrieta Valley HS and he was special needs. His parents should have made sure he was safe at home.
CP, Tony had a mental illness. He was 21 years old. He was considered an adult by our system of Government. His Parents/Family did nothing wrong. You can not lock up a person and throw away the key because he has a disability. Unfortunately in our society, law enforcement has the mind set that if "he has broken no law, there is nothing they can do." You do not know the circumstances surrounding Tonys short life, but I can assure you his family are wonderful people and wanted only the best for Tony. Hopefully you never have to experience anything like this with your Family members. Rest in Peace Tony, You are loved and are missed by Many.

It is one of those circumstances that I wish EVERYONE had someone close to them with these types of circumstances...JUST so that they would be able to understand, but then again, I couldn't wish the reality of this situation on ANYONE..someone like Anthony...or their family.
