California joins other states in preparing to implement healthcare law

Health and Human Services (HHS) Secretary Kathleen Sebelius has announced today (January 3) that more states are on track to implement the health care law and establish health insurance marketplaces, or Exchanges, in their states.
California, Hawaii, Idaho, Nevada, New Mexico, Vermont and Utah are conditionally approved today to operate a State-based Exchange, and Arkansas is conditionally approved to operate a State Partnership Exchange. HHS is also providing more guidance to states today on marketplaces that will be operated in partnership with the federal government.
"States across the country are working to implement the health care law and build a marketplace that works for their residents," said Secretary Sebelius. "In ten months, consumers in all fifty states will have access to a new marketplace where they will be able to easily purchase affordable, high quality health insurance plans, and today’s guidance will provide the information states need to guide their continued work."
Today’s conditional approvals follow those previously granted to Colorado, Connecticut, the District of Columbia, Kentucky, Advertisement
[ Metalography ] Massachusetts, Maryland, Minnesota, New York, Oregon, Rhode Island and Washington to operate State-based Exchanges and to Delaware to operate a State Partnership Exchange. To date, 20 states including DC have been conditionally approved to partially or fully run their marketplaces – with the remaining states having until February 15, 2013 to apply for a State Partnership Exchange.
Today’s new Partnership guidance provides valuable information for states considering this option.
Because of the Affordable Care Act, consumers and small businesses will have access to a new marketplace starting in 2014 where they can access quality, affordable private health insurance. These are similar to those choices that will be offered to members of Congress.
Consumers in every state will be able to buy insurance from qualified health plans directly through these marketplaces and may be eligible for tax credits to help pay for their health insurance.

The world might not have ended on December 21, but I believe that the Mayans knew that it would be the start of it. We are losing our freedom as American people. Everything that is happening is the stepping stones to the end of our civilisation. We are about to turn into Syria or have the next world war. I am scared.

Its already happening at my job,everybody including managers are part time and only a few kept their hours but still get cut early.

What are you scared of? A country running a healthcare program efficiently, is that what your scared of? Let me guess your scared of the healthcare option controlling your life? Your ridiculous, you have no idea how this will shape our country. It will help millions of Americans with health insurance. Would you rather see innocent kids who need the assistance suffer? What about those individuals with pre-existing conditions! Those individuals will have a savior, finally!! One of the richest and most powerful countries in the world, YES it's about time we have healthcare reform!!
This is is the tenth commandment "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
Now, as you clearly see the "States or the people". Do you think the "people" will govern a health plan? Oh wait, yeah we already have private insurance companies charging up the WAZOO, while providing limited coverage... You clearly aren't a victim yet!!! You can also tell that to the Americans with pre-existing conditions being denied!! I'm sure they'll be happy to see you!!

Health care reform will guarantee that all Americans have reasonable access to health care like those citizens of every other developed country on the planet. If you'd prefer to live in a third world country where people routinely die on the streets from lack of medical care feel free to move to one. Perhaps Mauritania, Equatorial Guinea etc., etc., etc., might be more to your liking?
I also want to point out that this is NOT the big red herring of socialized medicine that every right wing kook in the country seems to pathologically fear but instead maintains the role of private insurance companies in the health delivery system.

The health care exchanges will be run by private sector companies or nonprofits under guidelines established by the PPACA, ("ObamaCare"). The exchanges will offer medical insurance to consumers that will be personalized to meet health conditions, preferred doctors and hospitals, and income limitations of the user. The exchanges will work directly with the private health insurance carriers.
Insurers will not longer be permitted to refuse to insure any individuals. 4 plans will be offered with limited out of pocket expenses. Lifetime and annual coverage limits are eliminated.
The individual mandate will allow insurers to spread the financial risk among a larger pool of individuals to cover costs of the program.
As far as claims of "socialism" we already have a National "social" insurance program called Medicare. The cost of Medicare to the Federal Government last year was approx. $523 Billion. That's about $1.4 Billion a day. The OMB estimates in 8 years the cost of Medicare will be just over $1 Trillion a year.

Let me see... hmmm... businesses cutting back all their employees to part-time so they don't have to pay for medical insurance. I guess this is a good thing because more people will have jobs... People having to pay BIG BUCKS in order to get medical insurance... same number of people still without insurance ... Big win for government rather than private insurance companies. Government wins, businesses win, people lose. Yep. Nothing changes.

After all, this is the same government that paid $700 (or there about) for a coffee urn in an USAF transport A/C; the same governement that mangaged the Viet Nam War, OIF and OEF, and has millions in Welfare fraud paid out every year.

To continue, the current system of medical care provides us, the US citizen with the best health care in the world. Canada - free- extreme waiting list for surgeries and treatments, GB -national health care - long waits, people live here that would die elsewhere due to the medical care.

In case you did not get my name, I am referring to it as being easy. (you get it now?) Social studies is kind of a broad label for implementation of this nature. Possibly Sociology or Political Science wold have been more appropriate. Taxing the rich, how is that an issue? The rich will suffer under any administration. If your familiar with capital gains or estate taxes those have always been high! Even under the Bush administration. If your making under 450K per year there is no reason to complain, unless you do. Even then any "crafty" business person will be able to shelter their assets under legal tax shelters..Quit your whining!!
The idea isn't good, it's great!! Listen you have no idea how many Americans are need of this. The US government has structured it in a way where it will work. Canada is a good example, but don't we have to wait here too!! Don't we have to schedule appointments in advance. Every time I call the doctor it's a few days before I'm seen. Don't even get me started on a specialist, they are weeks out as well. The emergency rooms are "rumored" to be longer waits in Canada, but they still take someone in with life threatening issues before any other. The U.S. spends more money on healthcare per capita then any other country in the world. It's actually double the closest country, which is Canada or Germany. Another fact is that we're a country who has the lowest amount of doctors per 1000 people. That's ridiculous, healthcare will help double this amount. Do physicians go to med school and become doctors for the money? The should all say no, right!! Someone else s life is in their hands!! So if we can double that figure, healthcare reform will be an efficient structure for America. From a conservative standpoint don't we want to save in the long run? This is the way to start!! Just an FYI Canada's debt is in the high billions!!

@It's not Science - how many Americans are in need? (Americans, NOT illegals). It is NOT structered where it will work, look at how many hours are being cut, how many jobs will be lost - (I would cut one or two people to get me below the limit and save my compamny $$). A couple of weeks wait is not what Canadians do - think years. Health care taking $$ from the DRs will NOT increase the Docs, yes they are in it for the $$; but then whpo really works for free? And why is Canada's debt in the high billions? Government entitlments - the Gov't is paying (meaning the citizens are paying) for others.

You are obviously misinformed!! Years!!! Is that a joke?? It will work, and it's coming whether you like it or not!! As far as cutting back on jobs, why is that even happening! There is reason for jobs being cut, because those business owners would rather see someone lose a job then to cooperate. It's a message they're sending, I know that!! Just like that BOZO from Papa Johns!! It's politics!!! No need to cut jobs, it's BOZO business owners deciding to make a pathetic statement!! Besides this isn't new it was originally signed into effect in 2010. It is just another way for "BIG RED" to get it's way!! Unfortunately, this time it won't work!! Small business will excel with the Law. As a matter of fact there will even be tax credits. If you have a business with 50 or more employees (full-time) you may see a penalty (not tax) of $2,000.00. How many businesses that have 50 or more employees do you know of that do not offer health insurance? I can't think of one!! As for taxes if you don't make 250k why jabber off non-sense!!

It is funded by employer or employee income, not income when it's held in trust! That's not income my misinformed friend, those are what are known as "portfolio ASSETS". By the way I don't walk around with my hand out, I give plenty, I earn a decent living, and I have an education. Just relax and enjoy the new view!! My father has had a wheelchair that Medicare supplied for over three months now. The supply company told him Medicare requirements have changed and as of January 2nd he is no longer eligible. All you people that believed the lies about Obamacare not affecting your medicare benefits are in for a rude awakening.

@It's not Science - you said yourself, right now, you have to see a general practitioner, and you can wait for months to see a specialist. What exactly is the health care law doing to address this other than adding a huge number of new patients to that waiting list? Why this faith in a government that can't even run existing programs in the red? The health care law was not well thought out, and as written will not work. Unfortunately, all the back slapping and hand clapping keeps these politicians writing terrible laws that cannot function long term, and we pay the price.

I hate to say it, but I am actually looking forward to the day this country implodes and the real "Great Depression" strikes it. Yes, I will suffer right along with everyone else; but I believe that is what this country needs to truly recover. Fiat monies is only sustaining, on paper, the inevitable. Then, and only then, once the suffering subsides will many (not all of course) of the leftists such as 'It's not Science!' be awakened. For all you who blame Obama and Obama Care, you should realize that what we have now is a bastardized version of what he/ we wanted to implement, due to the conservatives hacking it up in favor of insurance companies from the get-go. This is what we ended up with so don't complain. Here again you are all had-up about something that hasn't happened yet, and can be worked on in future. So typical of todays right... Maybe you/ we would get better results when you decide to help instead of hinder.. Reminds me of the old adage, "biting off your nose to spite your face."
