Lake Elsinore residents can look forward to looser regulations against garage, yard and house sales.

City Council members unanimously voted to drop the $5 permit fee on Tuesday, Jan. 14 after hearing residential proponents for dropping the permit fees.

"A lot of people have these garage sales because they need money, they donít have jobsÖ" said Chris Hyland, a longtime Lake Elsinore resident.

She also spoke about her concerns about law enforcement wasting tax dollars on regulating garage sale permits.

Other changes include hours being changed to 7 a.m. to 7 p.m. (instead of the previous 8 a.m. to 8 p.m.) and decreasing time between sales from 4 months to 3 months.

The city has also deleted the provision that violation results in no permit for two years. They have added citation and permit cancellation.

and those doing a business outside of their garage. The city is trying to prevent these people from having "perpetual garage sales."

"We donít want people having garage sales every week," he also said, this is why there are still code enforcement officers present.

There are still a few people out there who will break the rules, said Mayor Pro Tem Steve Manos, such as taking "advantage of loop holes."

The permit gives the public an education on the rules.

Leftover on-sight signage will have penalties, including $100 citation for the first violation, $200 for the second and $500 for the third violation.

The city still does not allow off-sight signage; this includes placing signs on light poles, utility boxes, etc.

As a convenience, the city is also working on allowing people to obtain a permit online. A date is yet to be determined when this will happen.
