Supervisors approve K-1 Speed rezone, conditional use permit

link The Riverside County Board of Supervisors approved a tentative rezone and conditional use permit for the proposed K-1 Speed outdoor go-kart course in Winchester.

The supervisors’ 4-0 vote, with John Tavaglione absent, gave tentative approval, Oct. 17, to changing the zoning for a portion of the project site from rural residential to manufacturing - service commercial. The conditional use permit allows for the outdoor course with two tracks, an on-site garage and an administration building. The 49.63-acre property is north of Grand Avenue and west of state Route 79.

The administration building will consist of 14,023 square feet and two stories. The first story will include a reception desk, a pro shop, a kart shop, a maintenance area, a restroom, an administrative office, a medical office, a kart garage facility and storage areas. The upper floor will have an observation patio, an observation deck, an observation tower, an outdoor patio, a cafe, a preparation room, a steward’s office, a restroom, a lounge and a private gathering area.

The conditional use permit also allows for an outdoor grandstand area for spectators to observe the go-kart races. K-1 Speed anticipates hosting special events, which will attract visitors with recreational vehicles or trailers, although no recreational vehicle hook-ups are currently available on the property.

The county supervisors’ action also approved an environmental Mitigated Negative Declaration for the project.
