Transparency Certificate of Excellence awarded to Elsinore Valley Municipal Water District

LAKE ELSINORE – Elsinore Valley Municipal Water District received the district Transparency Certificate of Excellence from the Special District Leadership Foundation in recognition of its outstanding efforts to promote transparency and good governance for the third time. EVMWD earned the biannual honor consecutively in 2014 and 2016 and has been recognized again for 2018-2019. 

“This recognition shows EVMWD’s commitment to open business practices,” board President Harvey R. Ryan said, when receiving the award at a recent board meeting.

In order to receive the award, a special district must demonstrate the completion of eight essential governance transparency requirements, including conducting ethics training for all board members, properly conducting open and public meetings and filing financial transactions and compensation reports to the state controller in a timely manner.

The water district also fulfilled 15 website requirements, including providing readily available information to the public, such as board agendas, past minutes, current district budget, salaries, benefits and the most recent financial audit.

Additionally, the district must have demonstrated outreach to its constituents that engage the public in its governance, through regular district newsletters, the “Splash Into Spring” community open house event and a biannual informational public budget hearing.

“EVMWD strives to keep our customers informed and takes great pride in being open and accessible,” Ryan said.

The Special District Leadership Foundation is an independent, nonprofit organization formed to promote good governance and best practices among California’s special districts through certification, accreditation and other recognition programs.

EVMWD provides service to more than 142,000 water, wastewater and agricultural customers in a 97-square mile service area in western Riverside County. The district is a sub-agency of the Western Municipal Water District and a member agency of the Metropolitan Water District of Southern California.
