Sales tax records to be used to determine Temecula Wine Country marketing district feasibility

Sales tax and other transaction tax records will be studied to determine the feasibility of establishing a wine marketing district in Temecula Wine Country.

The Riverside County Board of Supervisors voted 5-0, Feb. 5, to declare the county’s intent to authorize the examination of sales and transactions and use tax records for the purpose of determining the feasibility of forming a wine marketing district in the Temecula Wine Country area and to approve a non-disclosure agreement with Civitas Advisors Inc. to ensure that the review of the tax records does not lead to unauthorized disclosure of confidential information.

Temecula Valley has been growing wine for more than 50 years. In 2005, the Temecula Valley Winegrowers Association adopted “Taste the Place” as its slogan to reflect the region’s wines. In September 2018, the association approached the county to request assistance so that information could be obtained for a feasibility study on the creation of a wine marketing district.

A wine marketing district places an assessment on businesses within the district. The amount is based on sales and the specific percentage is determined by the business owners when the district is formed. The assessment for a wine marketing district may be based on the tastes provided or on sales made at tasting rooms. The district is governed by those who pay the assessment, and funds must be used for the benefit of the businesses paying the assessment and cannot be diverted to government programs. Businesses within the district collaborate to market and promote their common area and to attract new visitors. The activities can include print and internet advertising, special event sponsorship, sales efforts or other programs.
