California's laws can be confusing at best, but none so misunderstood as the Department of Motor Vehicles enormous code manual, often to the financial detriment of the motorist.

The annual registration of a vehicle ought to be a simple matter, but sometimes it just isn't. California sends out renewal notices about 67 days before it is due. Car owners should receive it delivered by first class mail, but not always. It can be lost or misplaced or not sent out at all.
