BGC seeks to revoke Lake Elsinore Hotel & Casino's provisional gaming license

LAKE ELSINORE - According to court filings by the California Bureau of Gambling Control (BGC), the ownership group that controls Lake Elsinore Hotel & Casino has avoided compliance with state regulators’ requests for information while committing numerous violations for two decades.

The court filing by the California state regulators has requested that the casino’s provisional license be revoked, effectively shutting down the casino that is owned by the Kingston Group, which according to the Salt Lake City Tribune, has ties to a Utah Mormon fundamentalist group and polygamist sect.

The Southern Poverty Law Center has listed the Kingston Group on the 2018 list of General Hate Groups and refers to the group as a “blood cult” which “mixes incest and white supremacy with old-fashioned capitalism.” According to the Salt Lake Tribune, the group is known to support and conduct marriages of girls as young as 15 and marriages between cousins.

Reports indicate that Joseph and Ted Kingston each own 47.5% of the corporation that owns the casino and both own management firm that controls the other 5% of ownership.

According to the BGC, obtaining a gambling license includes a background check where “Suitability is determined by a number of factors including, but not limited to, the applicant’s honesty, integrity, general character, reputation, habits, and financial and criminal history.”

In the court filings, the BGC alleged that Kingston Group has refused or failed “to submit the required, completed 16 applications, had failed to timely comply, in whole or in part, with the Bureau’s requests for information, and had committed numerous violations of the (Gaming Registration) Act and the regulations promulgated thereunder in the operation and management of the casino.”

According to the court filing, the casino has operated at 22-table card room for the past 20 years on a provisional license and requests that the license be revoked.

Lake Elsinore Hotel & Casino, also known as the Sahara Dunes Casino, is located on 20930 Malaga Road in Lake Elsinore.

The casino has not responded to a request for comment.
