Supervisors to OK contract for construction of Temecula Valley horse crossings

RIVERSIDE - Riverside County supervisors tomorrow are slated to approve a $240,000 contract for the installation of three marked equestrian crossings to ensure the safety of riders and motorists along busy De Portola Road in the Temecula Valley.

Garden Grove-based Global Road Sealing Inc. was selected by the county Transportation & Land Management Agency as the most qualified contractor to perform the work, which is expected to get underway this summer.

A total of five companies competed for the contract, and Global Road Sealing was identified as the preferred bidder based on vetting criteria, according to TLMA documents.

"The equestrian crossings will enhance safety and protect the community's equestrian rural lifestyle by providing signs, signals and pavement markings that alert motorists to the presence of equestrian crossings,'' according to an agency statement posted to the board's agenda.

The current makeshift crossings at Galway Downs Drive, Monte De Oro Road, and Shiraz Way lack adequate definition and need technological upgrades to ensure safety, according to county officials.

De Portola is a two-lane corridor that runs east-west through Temecula Wine Country, just east of the city of Temecula, where horseback recreation is popular.

The improvements will include installing marked crosswalks, placing new crossing signs, installing flashing beacons to alert drivers that riders are preparing to enter the roadway and providing push-button devices on poles to enable riders to activate the signals without having to dismount.

Existing culverts in the area of De Portola and Galway Downs will also be extended as part of the project.

The project is expected to take about six weeks to complete. Temporary lane closures may be necessary during the work, but the public will be alerted in advance.

Development impact fees will be used to cover the project's costs, according to the TLMA. The fees are collected from residential and commercial developers that initiate projects in unincorporated communities.
